403 Permission error accesing index.php (Apache 2.2)

I have installed apache 2.2 and PHP 5.2.6 and have been trying to set up a virtual host on Windows XP service pack 3. I have tried all the various suggestion to the permission problem but am stumped. I am technically savvy but new to web hosting. After configuring the conf files and setting all the seemingly corrective directives I can access the splash page (index.html) but get a 403 error for all php files in a directory below the public www folder. At best, I can get around the error is by setting the DirectoryIndex to index.php, but then only blank pages come up. I have copied a working website locally in order to manage and edit it.

 

Any help for a newbie would be appreciated. I have carefully read all the files and searched forums, but am still unable to render the website locally.
