Need help creating a callback funtion to import subjects into global header

Hi,

 

I want to grab subject lines from blogs/articles/events etc to put into a global header as a title tag for SEO purposes. I grabbed this code from my developer wiki. Will it work to put into a global header? Or do I need to put it into a separate php file and create a callback object to reference it. I am new to PHP dev so please explain simply. Thanks
