Conditional RewriteBase

Hello, I am trying to add a conditional rewrite base to my project's .htaccess file.

Basically, if the host is '127.0.0.1', I want the RewriteBase to be '/foo/'.

If the host is 'example.com', I want the RewriteBase to be '/'.

This is what I have, however, it seems to just use '/' regardless of the host.

RewriteEngine On

RewriteCond %{HTTP_HOST} 127.0.0.1
RewriteBase /foo/

RewriteCond %{HTTP_HOST} example.com
RewriteBase /

Anyone know how to do this?
