Need help with php script

I'm having some trouble with a script that I am trying to use and I was hoping maybe someone here would be willing to help me try to figure out how this script is working

could anyone help me figure out exactly what this script is trying to do and how can I get this to work on my own server. I'm not sure how I could grab the code of  gstp.pl any help would be appreciated!
