Help for PHPBB forum - making time/date different from server time/date

Hi, this is going to sound REALLY ignorant but I am brand new at all this and learning fast! I have a client who I am now hosting a website for with a PHPBB forum on it (2 actually) in the control panels of teh forums the time is setup correcty (Aust east standard time, UTC+10) however both forums display the server time (New Zealand Standard time)

 

I ask my host supplier who told me that the server stays like that but i am able to insert a script to get the date / time to reflect local time. Can this be done? And if so how? (in VERY clear steps!)
