The only function available for random file access is fseek. You will note that it works using a byte offset. The ways to operate on individual lines in a file is to read and discard the number of lines you want to skip or if the length of the lines happened to be known or they were all the same, you could use fseek to move to the start of any line. You might want to consider making an index for your file where you store the starting location of each line so that you could easily use the fseek function or you could store your data in a database, which does all this for you.
