custom portal type thing

ok, so heres kinda what i want to do:

 

1. i want to have a bunch of individual pages that have their own content in a news column sort of format.

2. i want to have a user system that will allow the user to pick and choose the pages that interest them and have them display headlines from those pages on the users home page

 

 

does anyone know of any portal system, or other software that will do that? cause i want each individual page to be individually editable ( i want to be able to change the sidebar banners etc...)

 

i was thinking of somehow doing it with php includes. like having each pages content area be an  include, then when a user logs into their account, i will be able to have each include post one after each other on their page. but im not sure how to make it so that the user can edit which pages are displayed on their homepage and whatnot.

 

a canned system would be nice, but i havent found one that i like that will allow me to what i want.

 

any suggestions?
