Not sure where to put this?

I am running php-cgi.exe to get php to run with Firefox POW. It shows the php info but I have never ran php.cgi-exe before. It shows scripts somewhat and parses the .php extension. However I can't get it to start a session nor redirect on login. As the topic says I didnt know whether to post this here or in the server section.

 

Also I have been searching on the cgi in php and was wondering do I have to use a shebang or what. Most of the stuff I find is cryptic to me so I come to the place where I always find answers.
