Meta Tags driving me mad....please help

Hello guys, im Having real trouble with my google meta tags validation on my SMF.

 

i have given both the Meta tag and HTML with no joy.

 

my site is:http://www.pipechat.tk/ or http://pipechat.netne.net/.

So all my code and processes i tried can be found there.

my website pipechat.tk website has a frame on it pointing to http://pipechat.netne.net which is why if you go to pipechat.tk and click on something, the url never changes in the address bar.

 

and i have been told this my be resulting in my meta trouble due to the frames

  </frameset>

 

But i don't know how to change it!?

 

REALLY need to get this sorted asap and no one has been able to help, so any help will be will be massively appreciated.
