If so, there are hoards: Wordpress (http://wordpress.org/) - while designed to be a blog makes a pretty decent CMS There's Joomla (http://www.joomla.org/), Mambo (http://www.mamboserver.com/) -- if that's not what you were talking about then, you'll need to be a little more specific.
