Working on a CMS system with a customer database. Could use some pointers.

I work at a local ISP and our group has been slowly taking over the content for the portal. Basically we have a access to a cookie that we can parse for email address. We have both LDAP and Microsoft SQL that houses the database. 

 

We have a page that need to display dynamic content depending on flags that will be held in the sql and ldap database.  I have been playing with php-ldap module and have that pretty squared away. My question is does any have any resources/tutorials on doing this sort of thing? I have also been looking into drupal and joomla but am sort of hoping someone could give me their opinion on what would be the best way to tackle this project. I am sort of new to php but have a background in perl and some C.
