Cant see open port, is it even open?

I went to this site, to see if my port is open: http://www.canyouseeme.org/

 

I put in my port 45064, and it says it can't see it.

Error: I could not see your service on 24.179.208.32 on port (45064)

Reason: Connection timed out

 

I have:

- Added it to my firewall

- Done port forwarding on my router

 

I don't know what else to do...

 

On that port, have a php socket script running, and it is just waiting for connections to do something. I can see the port when I am running from the server that the php file is running, but if I try from another computer (On the same or different network) it doesn't see it. What else can I do?
