Utilizing htaccess to assist loading multi-language site?

I'm running a multi-language site and a good amount of the characters in the other languages (portugese, spanish, french, and italian) come up as a box-shaped character in IE and a question-mark-in-a-diamond character in Mozilla.  I know this is an issue of not having a language pack installed, but is there any way of utilizing htaccess to specify a language?  Will I have to change the font altogether?

 

I searched for a tutorial on how to script htaccess to do so, but to no avail.  Any ideas?

 

EDIT: After posting, I came across the Sticky titled "Can you do *insert thing*?"  So, keeping netiquette in mind, let me rephrase:  HOW can I utilize htaccess to assist with loading specialized characters on a multi-language site?
