Open_basedir error implies "A is not with A" - very confused

This is the message I get :

 

warning: is_file() [function.is-file]: open_basedir restriction in effect. File(/var/www/vhosts/blahblah.org/httpdocs/files/badaboum_arton3804-c95f9.jpg) is not within the allowed path(s): (/var/www/vhosts/blahblah.org/httpdocs:/tmp) in /var/www/vhosts/blahblah.org/drupal-6.13/sites/all/modules/fckeditor/fckeditor/editor/filemanager/connectors/php/commands.php on line 211.

 

This is PHP Version 5.1.6 on a linux box. phpinfo() also shows:

Directive         Local Value                                         Master Value

open_basedir /var/www/vhosts/blahblah.org/httpdocs:/tmp no value

 

I've also tried turning off open_basedir but my attempts have caused apache to fail...

 

Any help or suggestions mightily appreciated.
