you have an extra single quote before $enquiryid

$query = "INSERT INTO wbl_enquiryrespond (enquiry_id, login_id, enquiryreplydate, enquiryrespond) VALUES (''$enquiryid ', '$loginid', '$date', '$respond')";

 

Change it to

$query = "INSERT INTO wbl_enquiryrespond (enquiry_id, login_id, enquiryreplydate, enquiryrespond) VALUES ('$enquiryid ', '$loginid', '$date', '$respond')";
