unable to load dynamic library(on windows)

hi every 1.

i m getting this message when i m going to install ffmpeg library in xxamp and wamp both.i m using windows xp.

the message is "D:\xamp\php\ext\php_ffmpeg.dll- this application has failed to start because the application configuration is incorrect.Reinstalling the application may fix this problem."

please help me. i m going to develop streaming project in my final term.the time is very short because we have to submit the project.please provide me detail. thx in advance
