Creating Overlay That Is Inline, With Clickable Links.

Now, when i go and preview it.. the "CLICK ME" is highlighted and you can click on it, and the pop up, overlay window appeards but there's no link for me to click on to be sent to that website?

 

But, In the title I was just going to put some text

Now, is there a way when someone clicks on the link, and the pop up appears that it will stay still when you want to scroll down the site?

 

I'm using this plugin for wordpress

jquery-lightbox-balupton-edition

 

Cause, I'm really unsure how to go in there and add the code to header, or to the footer, so I thought a plugin would be alot easier
