Alternate Content question

I have an include file that needs javascript enabled that I want to use as a default, I have an alternate include file that does not require js.

 

How would I have:

 

<?php include('pickerbarjs.php'); ?>

 

replaced with:

 

<?php include('pickerbar.php'); ?>

 

if javascript is not detected?

 

I have been reading about <noscript> but everything I see just disables the element without providing the alternative.

 

Or I just don't understand...which is more likely.
