OpenSSL on Windows Machine?

Okay so i've done everything I can think of...

 

I put the libeay32.dll and ssleay32.dll files in the system32 folder

I changed the windows path in php.ini to c:\WINDOWS\system32

I enabled the php_openssl extention in php.ini

and I changed the exstenion_dir to the correct directory....

 

what am I doing wrong?

 

When I bring up phpinfo it has little snippets of OpenSSL throughout the page, but it doesn't say "OpenSSL support enabled" or whatever. When I try to access an ssl:\\smtp server it just times out. No error output, nothing, just sits for a few and then times out. Any ideas?
