Strange box-like character coming from output

Those are the characters. They are obviously some sort of '. I thought it was utf-8 but i've tried everything. setting header in php, changing encode to utf-8 in my php.ini, setting content-type meta tag. Nothing fixes it.

 

The text is generated from a database query. Here is what the text looks like in the database:
