mobile npc system

I'm trying to come up with ideas on how to design a mobile npc system for a game I'm building. (Of course, there would be non-mobile npcs too)

 

It's text-based, so there are no images/graphics involved.

 

What it would do is allow someone to click on that npc (which would be the NPC's name which is a hotlink) and then it would allow them to interact with the player.

 

Does anyone have any ideas on how to build this? I've looked around, but haven't found much that would be of any use to me.
