A / at the end of a url messes up relative image and script paths

Hey everyone, When a user goes to my site with a / at the end of a url it messes up relative paths. My initial reaction was to try and fix this by not using relative URLs, but i've been told that isn't the proper way of doing things. If anyone knows the best way to fix this problem it would be most appreciated.

 

The reason I am posting this here is because I suspect that mod_rewrite might be a good solution to this problem.
