There's a number of forum solutions already available, some of which are free, there doesn't seem to be a big reason to reinvent the wheel. It will probably be less work to add features that you like to an existing forum, then to build your own forum and include those features in it. I'd recommend phpBB forums, as a free forum solution with a large modding community.
