How to make dropdown menu in drupal????

I have something trouble to makes dropdown menu in drupal ,and If I use the expanded menu in the primary links it is doesn't show it why sir? ,is there anything can help me to solve that?,to modify my page.tpl.php so it can be show the dropdown menu it, and this is my menu  in page.tpl.php is : http://pastebin.org/160521, really need your help to do that ><
