text from database to valid xml

I am using php to query text from database for the creation of xml. The problem is that the text comes along with html coding like "–" " " and "’". also at times there are ampersands in the text. I need to convert this to valid xml. Is there an easy way to do this using php. Or is there a library that can provide this function.
