PLEASE HELP ! PhP code for predefined userid

HI guys ! I followed a tutorial for creating a member register and login page using Dreamweaver and PhPMyadmin, I would like please to know 2 things if possible :

 

1-How can I make the username ID to be generated automatically and its format should be CIV1000 so that the first username ID would be CIV1001 than CIV1002 etc... ?

 

2-How can I send an email to the webmaster or admin after a user has registered ?

 

 

here's the code Im using now and consider that the tutorial I followed is with the "chose username" option, something I would like to remove and use the method mentioned above:
