Timezone setting

Warning: require_once() [function.require-once]: It is not safe to rely on the system's timezone settings. You are *required* to use the date.timezone setting or the date_default_timezone_set() function. In case you used any of those methods and you are still getting this warning, you most likely misspelled the timezone identifier. We selected 'America/Los_Angeles' for 'PDT/-7.0/DST' instead in /home/cernem5/public_html/includes/form_functions.php on line 2

 

I looked through all of the php.ini file and I can find this setting.  Any suggestions?

 

I contacted the guys at inmotion who are hosting my vps and they said they had to make a change on their server since I didn't have root access.

 

Is there a way in my coding to avoid this problem?  Here is the code that is causing all the problems:

<?php echo date("Y", time()); ?>
