Having downloaded 7 versions of the php5activescript.dll I finally found one from TopXML that I could register via regsvr32. However, if I attempt the test "Hello" .wsf script that is generally associated with the dll I get the attached error. I have followed to the letter the instructions for creating the .wsf and testing the .dll. Perhaps it has been deprecated? I have PHP 5.2 installed.
