new installation

windows 2008 r2

iis 7.5 with fastcgi

php 5.3.3

mysql 5

all PDO extensions turned off in ini file

phpinfo, html and php without mysql connection all work

php with mysql connection fails with error

The program can't start because OCI.dll is missing for your computer.

anyone with a simular problem
