what are functional and non-functional user requirements for a website?

I think your professor (if you have one) would be better at answering this question, but generally "functional" requirements describe how something "functions" (works).  "Non-functional" requirements describe the product, but not it's functionality.  This site is a forum (functional) which is blue (non-functional).

Non-functional is sometimes referred to as Technical Requirements and in some cases it's just everything else that is not part of the Functional Requirements document. A view of used requirements:
