Email Notification error in joomla plugin

I am using this blog component with community builder. Each time someone posts a BLOG entry each one of the users gets all the notifications that were supposed to be received by the other users.

 

Example, I have users A, B and C.

 

When C post an entry A get 3 emails  saying Hi A, an entry has been posted, Hi B, an entry has been posted, Hi C... etc

 

and B and C also get those same emails.

 

I tried a lot to debug this but could't, Can someone look into enclosed file email.php as I feel there is something wrong with foreach loop.
