Custom PHP Pages in vBulletin w/ form to thread function.

So I have been researching the Vbulletin API. I came across a lot of info.

I found this simple guide on making a custom php page:

Now all I need is some proper information on how to use the above methods to create a forum that can be used to submit a new thread to a specified forum.
