configuring tinymce editor with wordpress

I would like to edit the options in the tinymce editor in wordpress.

I don't want to install the advanced plugin.

I'd like to stop the editor from filtering paragraph tags.

I've done a lot of googleing but I am not finding the answer.

 

I am using wordpress 3.1
