Hello, I am currently going to purchase a reseller account that allows WHM and Admin access.

 

Would it be possible for me to make a public folder (read only) on the server that contains PHP files that can access the other sites located on the server and vice-versa?

 

Also what about sites not located on the server, what type of authentication would I need?

If you mean to access them by providing the absolute filesystem path, then no due to lack of filesystem privileges. You can however access them through HTTP (not secure) if allow_url_include=On however on shared hosting this is doubtful.
