$_FILES empty

I don't see why this isnt working.

When I load an image it comes up empty... here is the code

Check your php.ini file to see if file uploads are allowed
If you are still using mysql_ functions, STOP! Use mysqli_ or PDO. The longer you leave it the more you will have to rewrite.
