This is not a javascript question however.

 

If you're talking about a rich text editor with some built-in support for smilies, then take a look at tinymce http://www.tinymce.com/  which can include smiley markup.  Installing the infrastructure needed for these types of things is non-trivial.

Thanks for this insightful post, I only mentioned tinymce twice already in my two replies.  Thank goodness you were here to also suggest the same thing that I suggested twice already --- but at least you posted the link to it.  Wait.... I posted the link to it as well.
