You're right! A better question is: how do I establish a constant value in the db to be used in a form until the constant is changed by the user?

 

Establish a constant value:

 

Change that constant at some point (like when you have  new tax rate):

Make a table.

 

Put a number in the table.

 

Make a form that will update the number when the user puts a new number in.

 

Use the number from the table in your calculations.

 

This is sort of the entire purpose of databases.
