apache mod pdf issue

We are using OSX server 10.39 and Apache 1.3. We have a WebObjects app that calls an apache mod to generate a pdf. The pdf creates but without a jpg file used as a logo.

The error that I am trapping each time the pdf is created is:

The pdf creates....just without the logo.

I have tried deleting all the instances and re-creating them....I have re-copied the jpg and opened up the rights to everyone....and still no happiness.....

I am now at the end of my MAC/Apache knowledge (as limited as it is it didn't take very long).

Any help would be welcomed.
