Tar files show text instead of downloading

If i goto a url with a ZIP extension the browser asks me to download it... BUT if i goto a url with a:

.rar
.psd

it just displays on the screen what it would look like if i opened the files in notepad

what do i have to add/change in the:

addtype
addencoding
addapplication

sections to make these download?

im running apache 1.3.x
