PHP needs to be configured to use an SMTP server in order to send emails. You need to edit the php.ini to configure this.

 

I believe XAMPP comes with sendmail. Read this to configure PHP to use sendmail

If not then stop using mail() and use PHPMailer and configure it to use your email service provider SMTP server instead.
