Can you read in an image from a file into html without refreshing a webpage?

I laughed when I first read that response "Apache needs restart" could it be that simple?

I think the key thing I'm missing is this : 

 

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

 

I don't know if anything I am doing is even being "seen" as everything I have tried has always led to the same message. 

 

I tried go get help from GoDaddy haha... Unfortunately... this is a managed server, not a fully managed server eg. an extra $80.00 for a couple lines of code hahaha
