Time in 24hrs format

i am new to php. and my problm is,

when i fetch the data from the database the time format automatically changes to 12hrs format. but in my database the time is in 24hrs format.

in my database it is looking like this. 2006-12-02 19:28:00.000 when i fetch this data into a row variable it automatically changes to Dec 02 2006 07:28 PM

and i want only the time from the field not the date.

can anybody help me?.
