Capture Abandoned Carts for guests and unconfirmed users pro-grammatically?

In PrestaShop Is there a way to capture abandoned carts for guests and unconfirmed users programmatically?

 

Also is there a way to email alert to the customers and admin on each abandonedment. On a blog I found that with SQL this can be done. But don’t know the exact or simple way, Anybody can help.
