That's a bit difficult without a 3rd party service. Each cell provider has a different way to send SMS to it's customers, and most likely you won't be able to find them ALL. There are services like Twilio that have an API to help. You can find more by googling "sms from website".

 

Basically you'd just generate a unique code on your site, store it in the database for the user and send the SMS to them with their code. There would be some form on your site where they enter the code and you'd check it against the database. You probably also want to set a time limit on how long the code is valid for. You'd of course also need to know the users mobile phone number.
