You can't in PHP. You use CSS on the client. EG

<html>>
<head>
<style type="text/css">
body {
    font-size: 24pt;
}
</style>
</head>
<body>
    <?php echo "Hello World";?>
</body>
</html>

Yes, you can do outline font in CSS, although it won't be supported in all browsers:
