Access to Files on Mobile Phones From Server

Hello all,

What I want to be able to do is have a user within my app to upload files into web app not only from

their desktop but from their smartphone, tablet or laptop through an interface using

a client-less HTML 5 script of some sort? Or any php script? Open source?

What I have seen so far is mobile devices accessing files from server but i want to do the reverse.

Any help or reference would be appreciated.
