looking for CSS dev to create navigation menu

I am looking for a css dev to complete a navigation menu (or replace it).

 

I will give you the current code (static html and css)
you will have to create the css on your own server. Please do not ask for me to create an environment for you to work in.

 

PS The dev needs good English, french or dutch language skills to communicate.

 

After the navigation menu is finished, more work for general layout is possible.
