can only connect when apache is started as Oracle user

I am using RH73 apache1.3 php 4.1.2 and Oracle 9 client.

ocilogon fails with apache as the httpd user (Error while trying to retrieve text for error ORA-12154). Changing it to th Oracle user works fine, However I have other programs that require apache permissions. Also I believe using the Oracle user for httpd is not secure.

I have added (export) ORACLE_HOME , NLS_LANG and LD_LIBRARY_PATH to the httpd startup script, added apache group to the oracle user and apache user to the oracle group, chown oracle:apache and chmod 755 to ORACLE_HOME.

Any ideas would be apprectiated.
