An easier way in my opinion is to install LAMP, http://www.apachefriends.org/en/xampp-windows.html
It will install apache, php, mysql as well as other stuff, and its so easy.
To simply configure IIS in XP is not too difficult, it's basically install it, and then tell it where you want to host the files from c:\inetpub\wwwroot is the default,  but I completely agree with littlened

I gave up IIS because it does not support subdomains (virtual hosts) in XP, the server version does, but XAMPP is sooo much easier. One install file gives you apache, mysql, php, phpmyadmin, a mail server, an ftp server..... it rocks.

Not to mention, that apache is extremely easy to do v-hosts with a simple text file. If you are like me, you have a couple sites (or more) to manage, and it is so much nicer to have them all available on my home testing server rather than having to reconfigure IIS each time I want to test a different site.

This thread is more than a year old. Please don't revive it unless you have something important to add.
