Project help - Images, metadata, etc

Hi,

I'm doing a fairly large scanning project for my archives - upwards of 2000 scanned images. I've got the images just about all scanned and now need to figure out what to do with them.

 

I'd like to have descriptions ("This picture was taken in 1899 by Mr. X in Toronto, Ontario"), and tags ("Toronto, industrial, 19th century, work, etc").  I don't have the website ready to work with yet, so is there a program I can use in the meantime that will create a web-usable set of data?

 

Or is it better if I just set up a site first and start entering image data that way now?  Also, is PHP going to be the best way for me to create these Flickr style tags to link images together?
